I think you are talking about the Hondamatic here. The 76 did not have this piece on it. It does not warn you of anything at any speed. What it does is turn off the the idle kick up at a certain speed. On the the 76 it just stays on the whole time the bike is in gear. I disconnect them on my bikes, mostly because I do not run the automatic carbs. And that is because I cannot get carb boots for them.
