Close your petcock and pop the fuel line off the carb rack. Put the end in a cup and turn the petcock on. You should get a full stream of fuel. If ON position does not work, try turning it to reserve. It may be that 1 side is plugged and 1 side isn't. My 78 didn't have an in-tank filter when I got it.
