Problems with the cam chain installation

Hello all, so, doing my first rebuild for my 1992 Nighthawk 750, trying to finish up, but now I am stuck putting the cam chain back on over the two cam sprockets. I have the cam chain tensioner set to give slack, as the manual calls for. But there is not enough give to just place the chain over the sprockets. I have tried pushing the adjuster all the way down, but that didn't seem to help. Are there any other tricks I can do to get the darn chain over the sprockets?

The manual simply says "pull the chain up over the sprockets', so it could be something simple I am missing. Has anyone else experienced this? Thanks for any and all help.
