ANY GOOD CARB GUYS OUT THERE?

I am not familiar with forums so hope im in the right place. If not please direct me to the nearest door.  I have a 81 cb 650 with carb issues. long story short (ish) the right outside carb is flooding and ends up flooding the other 3 carbs. so far I have cleaned and rebuilt all three carbs, checked the float's for damage (none, and they are plastic with no adjustment). checked needle set for proper operation, which on the bench with the float bowl removed and lifting float by hand will shut fuel flow off but as soon as float bowl is put back on it floods up thru the emulsion tube and even somehow siphoning up into the slide diaphragm. So then I replaced that carb body with a new one from ebay and exact same thing is happening. all new jets, seals screws and cleaned in sonic tank.  I also have swapped out floats from the other carbs and still the same thing is happening. Again when you manually gently push the float up it stops the fuel.   Anybody ever had this happen?  Im fairly savy and have had two of my tech buddys look at it with all of us scratching our heads bald.  Am I missing something here??
