How is it flooding over in to the other carbs? That's odd.

You've got new needles? Are they rubber tipped? Is the rubber deformed? I once order a set of needles and one of the tips was "bent"...I reckon it got something heavy sat on it at some point. You could probably force a deformed tip to seal by hand, but float pressure wouldn't be enough. Just a guess, really.
