Tools,  I assume you have to have the finished bike inspected by someone before it can be registered or used on the road? Over here it would need a Special Vehicle Approval inspection first and then we'd be at the mercy of the DVLA (kind of like your DMV,  I guess) and they would probably issue a non age-related plate,  beginning with the letter Q,  to show that it was made from more than one vehicle of different ages.
