To address your first question, these bikes do have a tendency to run poorly after sitting. The fuel in the carbs starts to go bad, and it takes a little while to flush it out. You might want to try putting some "SeaFoam" in your gas.
As for something reliable, you will not get much more reliable then what you have there.
And for value? I cannot say. It might be a good investement if you keep it and take care of it.
