What is considered high milage for a 1975 CB?

I'm looking at buying a 1975 Honda CB360T. It's in very nice shape cosmetically, and started on the second kick from cold. But, it has about 13,500 miles. If we assume the bike was regularly maintained, which the seller claims, is 13,500 a lot?

Also, they guy is looking for 2,250. Seems fair to me based on what I've been able to find on the internet, but would gladly take advice on the price as well.
