1978 CD 750 K master cylinder

I bought a 1978 Honda CB 750 K model and I had to rebuild the disc brake master cylinder. I purchased a new rebuild kit (Honda 45530-404-315) and the rebuild went well. After assembling everything I get no fluid what so ever, even with everything from the master cylinder to the caliper loose.
I see some master cylinders have two holes in the  wet well but I can only see one on mine. There is a second hole but it appears to just be a casting indentation. I cleaned it with a small bit but it does not go through.
I lightly hand honed the cylinder before I put the kit in.
I hate buying another master cylinder as they all need rebuilt.
