Introduction and first questions - family relic, first start in 30+ years

Greetings,
I've just become the caretaker of a (mostly complete) 71 CB750 which has sat unused for 30+ years. I'm going to drain the oil, replace the oil filter, drop the pan and clear the screen, squirt some oil through the plug holes and tappet covers today.
Do you think it wise/necessary to add a flushing agent to the first oil change, run for a few minutes, and change the oil again?
Any other suggestions to avoid damage on the first start?
The engine turns freely but no spark, after the oil change I will investigate that issue.
Also the throttle mechanism is seized, I can't tell if its the grip, the cable, the shaft, or the carb pistons that are seized. Is there a common troublemaker here?
