1978 cb750 carbs

hey evryone i need alittle help . my father has a 1978 cb 750k and he brought it over for me to clean the carbs. he had the carbs and airbox off so when i cleaned them and went to install there is a small black hose on the left s ide  of the  carbs that looks like a vacuum line. if i blow air in the line the bike runs if i dont it will not start. where does the line go and what is it for . i have looked evrywhere on the bike and no luck. please help. please email me at [e-mail]
