Starting Issues

I bought a 78 CB750K about a week ago and I am having a couple of problems.  First of all it will not start.  It sounds like it wants to but no matter how many times I crank it or mess with the throttle and choke it will only hit a couple of times and die.  It smells like it gets flooded immediately but sounds like it isn't getting gas.  The only way I can get it to run is to remove the airbox and spray in some starting fluid.  Then with the choke engaged I can get it to run.  After the engine gets warm I can shut it off, put back on the air box and it has no problem starting up.  

Problem number 2...  When I take it out to ride it has a terrible time starting from a dead stop.  It takes a lot of clutch and about 3000 to 4000 RPM's to get it rolling.  If I don't give it that much gas it will die.  Then at low RPM's when moving it acts like it wants to die.  

I assume the two problems are related I am just not sure where to go next.  I took off the carburetors and cleaned the jets and bowls and it didn't seem to help.  I am guessing the problem is in either the fuel delivery or the ignition system (and by the way all plugs have a spark).
