Tank Cleaner / liner

Has anyone used the tank cleaner / liner like this :
cleaner / linerI just got my bike running again after being down since 2002. I cleaned the carbs and it was running good but the more I ride the worse the bike runs. I have an inline filter and there isint any debris in it. I would guess that its just rust dust settling in the carbs and clogging the primary jets.
By the way I find this site helpful when looking for parts.
