Update.

Given the ease of Ridzc8's suggestion of putting some penetrating fluid in the valve, I gave it a try.  
My compression on Cylinder 2 has risen from 90 to 140.  Not particually good, but allot better than 90.  Ill test again in a couple of weeks and leave this problem for the time being until I really need to take the engine out.

I also made some adjustments to the valves, however Cylinder 2's valves were adjusted correctly.

The combined effect is that the idling speed has dropped from 1900 RPM to 1200 RPM.
