idle trouble

I have a 1981 Honda CB750 Custom. I have had a lot of work done on it in the past year and a half. I just started it today after the winter. It isn't idling right. When I rev it up it will try to idle at 3000 rpm's. I messed with the idle adjust nob underneath the tank. It doesn't seen to adjust anything. I turn it one way and the other and I can't tell witch way is up or down. Is tight higher idle or is loose. Could this problem be something else.
please help
