CB 750Kz Oil Filter query

I have taken the oil filter out this was followed by the spring then the washer is this right. Hayes manual shows washer then spring. When replacing the bolt is says o ring on the bolt will a washer do? as mine has not got either last time I put ptfe tape on. Do you check the oil level on a warm engine? Thanks for looking. Ian
