fuel filter

I have a 93 cb750 that has been running pretty good for the 5 years that I've had it. There is one issue that has been getting progressively worse since I have had it. it takes a while to warm up. I start it up with the choke and let then leave it on until it runs easily with out it. But then when i ride off it runs like it is choking for fuel or air until I can throttle through 2 gears or so. The carbs were cleaned and adjusted last summer and it ran great for a week but then slowly went back to this routine. I can't find the fuel filter on the bike or in my repair manual. I found a filter cup that fits in under the tank. Is this what I should be replacing? Will this smooth out the rough take offs? It is getting bad and a bit dangerous when I don't have a long stretch to throttle through it.
