Oil running down my condenser wires

So, I'm pretty new to this, I got a '77 CB750 and its running pretty well, once it warms up. But it takes forever for it warm up. That's another issue entirely than what's got me here though, I'm sure. When I took the bike away from the previous owner, about 10 miles away, I noticed oil dripping onto the pipes. When I investigated as to where this was coming from it seems as though the condenser wire (white cloth wire housing) running from behind the oil tank to the ignitions system is saturated with oil and dripping all over the pipes. But why!? Could the oil hoses be leaking and causing oil to run down this? Does oil ever come in contact with these wires otherwise?

Additionally, do I now need to replace them? I just noticed today that the starter button didn't work right off the bat, I had to kick start, but after riding for a while and stopping the bike, it worked fine. Thanks.
