Frame alteration? Never noticed.

Hey all. I decided to put my 76 cb750f up for sale this year. I had a guy come out to look at it last week. I could tell he was the type that would really appreciate my bike, as he is restoring one and has owned a few previously. Anyway, he really liked the bike but noticed there was a frame alteration on the front end, just about where the exhaust headers are. I never noticed this about my bike. Basically it looks as if the frame was cut and a collar of some sort welded on. I hafta say, the job looks top-notch, proffessional. He said it was a common alteration to lower the bikes, but he was worried because my bike didn't seem any lower than stock. As it turned out, he declined the purchase and was to get back to me. I told him to hop on Nabble and by all means research here but I do not see any inquiries here. Is there any other reason why this frame would have been cut here? Also, since the job was done so well, any reason I should expect the value of the bike to go down because of it? Thanks guys.
