 I have used in the past a copper wire brush to clean the face of the valves. The face to me is the surface that faces the piston. The sealing surface to the head I would lap in or have lapped in by someone that knows how. The shaft if it is real bad I'd replace it if pitted or rusted. If one is bent at all replace it.
