Well, with only 10 Volts on the battery, you won't get much out of it through the starter. Did you check the fusible link behind the left panel cover? It is a 30 Amp fuse, bare metal bar between two screws.
At 10 Volts, your battery has been deeply discharged, possibly damaged irreversibly. Plan on replacing it sooner, rather than later. Start with the battery: make sure it is fully charged, then try starting again. Cheers!
