If there stuck, you probably have other gummed up problems in your carbs. Has the bike sat for a long time?

it did before i bought it.  it ran but not real good.  i started messing around with throttle screws, hasn't ran since. checked everything.  it's all good, spark and all.  i turned the screw at the bottom of one of the carbs and nothing came out.  theres plenty of gas.  i put in a new fuel filter.  would like to know if there's i can do to free the float without taking apart the carb

Sorry, but the answer is no. It is time for a rebuild. It's not hard to do. This place has the best deals on carb kits I have found. http://www.vintagecb750.com/
