#1. You can lube it, but it will not stay lubed for long. I would use some steel wool, and chrome polish on the slide, and carb body to shine them up.
#2. Since these carbs have ridiculously strong springs from the factory I doubt you need a stronger spring. Also the carbs should work smoothly. If they do not, you need to find out why they do not. Check your cable, it could be frayed inside. Check your throttle control, it could be pinched/binding. Check the carbs for binding on the lift bar. Check the slides to see if they are sticking...

The carbs came off a running bike, they have been sitting around on a shelf for 3 months since i removed them, were working good then, they could use a good cleaning though, cables are brand new and i still cant figure why it doesnt snap back to original position when i take my hand off the throttle.....this site wont let me post pics of my bike

Even though the carbs worked/came off a running bike, and you have new cables does not mean that something cannot be sticking, or binding now. I can not understand why the site is not letting you post pictures. This site is pretty user friendly for picture posting. Are you trying to use a hosting service like "Photobucket?" It is best to use the "Insert image" feature here, and "Browse Computer." The site will then download the picture, and show it.
