First thought is that the carbs are dirty and the jets are plugged (both sets of carbs could be dirty). Second is a vacuum leak. However have you checked for fuel flow from the petcock?

Looked into your post history and this seems to the the first you have posted about a 900. So, we need a bit more info. Does the bike have pods on it? How much work have YOU done on it. We don't like to base much off what some previous owner has said. Any tears in the diaphragms in the carbs?

Well, normally I'd say no, but with cv carbs, could be. They rely on vacuum to operate right, and if the vacuum is too low, they don't work.

I would also check your float height. The float needle needs to be in its seat, but the little pin on the needle should not be pushed in. Measure from the side, right in the middle of the float. If the measurement is too high, then the float needle closes before the bowls have enough gas in them.

The petcock for your tank is also vacuum operated. So again, poor vacuum can cause fuel to not flow properly.

Bypass the vacuum cut off on the fuel line. this thing sucks and is nothing but headaches.
It's only illegal if you get caught.

If at first you don't succeed, use more lighter fluid

If it runs better with the choke on, it means that the jets are plugged. Did you remove them and run a piece of wire through them when you cleaned the carbs?

When you run wire through it, make sure it is small, like a guitar string. Also, don't just jab the wire in, work it easy. Once the wire is through, then weave it back and forth and the wire will scrape the holes clean without damaging anything.

For even greater insurance against damage, use brass wire. You can get the very fine wire in places like Michael's or Hobby Lobby.

I actually got a set of wires in different jet sizes from honda years ago. Not brass, just take it easy and it goes well.
