Well, normally I'd say no, but with cv carbs, could be. They rely on vacuum to operate right, and if the vacuum is too low, they don't work.
I would also check your float height. The float needle needs to be in its seat, but the little pin on the needle should not be pushed in. Measure from the side, right in the middle of the float. If the measurement is too high, then the float needle closes before the bowls have enough gas in them.
The petcock for your tank is also vacuum operated. So again, poor vacuum can cause fuel to not flow properly.
The ride IS the adventure. The destination is just to get gas!
