Took bike to dealer. Even they scratched their heads until they called Honda in L.A. Turns out the charging system is part alternator/generator. The regulator fields the windings but not directly from the battery. Even if the regulator tests okay, it can still be bad. And the rotor readings I took (1.5 ohms) is fine. Problem solved with new regulator. Now have charging capability. Was well worth the two weeks at the dealer.
