Just try to rout the cable better, or cut it down. On the handle bars, Either drill the hole, or file/grind the nub off.

I had that same problem with my throttle cable when I installed my drag bars. I fixed mine by turning the cable adjuster nut, i believe it was on the return cable? It would get stuck in open throttle and wouldnt close. Once I did that it worked like a charm! Granted you'll still have the excess loop on the cable, but at least your throttle isnt stuck open

Oh and as for the hole question, I drilled mine. I measured roughly 7 1/4" from the end of the bar to the center of hole to be drilled. Where you want it on the circumference of the bar is your personal preference, depending on what angle feels good to you. I just put my controls on tight enough where I could twist them into position and sat on the bike and put it where I liked them and marked it, then measured the 7 1/4" and drilled. Worked great! Hope that helps you
