File for lost title in WA

Does anybody know how hard it is to file for lost title in Washington State?  I'm going to look at a bike tomorrow, guy says the title is clear but I will have to file for it.  What should I have on the bill of sale, etc.

      Will just get buried faster here on top,
   nice looking Lil bike but I'd knock it down a 100 for all the bull your going to go thru.
  This i know Oregon used to go off the frame and Wash. would go off the engine(Cal.both had to match)
  My family went thru hell just to get registered in washington with a good title from oregon,Inspections up thee yang .You have to get a hold of the state Only right way and I'd go / call 2 different locations to be sure of all info needed.
                                 What a thief would do
  is get frame stamped and have 2 titles for 2 states same bike but could be sold.
                                                                                                           Understand there concern.

Just to follow up, here's what I learned:

The bike was registered last in WA in 2009, so I need to do is to get a notarized bill of sale.  I then take it to the DOL and they give me a *crap can't remember what she said* form that has the last registered owner on it.  I then send a certified letter requesting them to sign off on the motorcycle.  
1. If he does great. I get a title.
2. If the letter comes back return to sender I bring that-unopened-to DOL.  
3. If I get no response within 2 weeks I go back to DOL.  
4.Then we set up an appointment for VIN inspection and I get a provisional title, the bike will not be properly titled to me but I will be able to register it and get tabs.  THEN after 3 years and one day I will be able to get a title in my name.  Doesn't sound too bad.

Let us know if/ when finaly get title/ if you still have bike ,Have fun at least you can get it on the road ANd ride.

Those 450's are hard to come by. Should be a fun bike. I have a friend with a 400, and he just loves it, and is turning it into a Brat/cafe. Surprising thing is that bike will run 85 MPH.
