Looks bent to me.  I have a couple close up pics of the choke linkage that I saved out of the Mcgregor guide.  You have checked the throttle cable to make sure it releases the throttle linkage all the way to rest on the idle stop?

Heck yeah, compared to yours mines more bent than a politician.  I never did check the throttle cable, only reason I didn't is because it idled low when warm.  I also backed out the idle screw as far as I could go. So never really thought about that avenue.    I just took the bottom caps off the carbs.  Boy Am I glad i did,  filthy!  I think I am already this far I am just going to rebuild them.  I think my leak if I have one is with the tubes between carbs.  I have a feeling one if missing a rubber grommet.  Also just noticed a shredded rubber stop, on the main carb

I struggled with the linkages and springs on both sides of the carbs.  Follow that guide closely and save yourself some headaches when you pull them apart and reassemble them.

After a real close look at this pics I honestly think that was my issue.  3 things were bent pretty bad.  I think one piece was bent so bad that it was sticking the choke just enough to be in the ON position, even when it was closed.  Would never have been able to fix that without your pics.  Thanks again.

Yeah, the thingamabob is bent. It should be parallel with the other thingamabob on the arm to properly engage the arm of the choke shaft from carb #2. Even so, I can't see that causing your problem. All that might do is cause 3/4 choke to be out of sync with 1/2.

Have you checked the choke idler adjustment?

update

I just finished and I think we are back in business. I ended up rebuilding carbs, and synching them.  She seems to run very well. I still have one carb thats leaking  a little but not that bad . Nothing that I can't fix when I get a around to it.  Its very impressive how smooth it runs now.  Need to take it on a good ride, to solidify that the over revvin issue is resolved.  Will keep you posted!

Well maybe I am not in the promise land today.  I took the bike out for a quick fuel and bank run.  Damn revs went back up to 3k, but didn't go higher fortunately.  So I came home and worked throttle cable so I am fairly certain its not too tight.  After that I am not quite sure what the problem could be

Keep looking through the pictures in that .pdf guide and comparing to yours. If your choke linkage was bent as far as you say, you really may have more bends in random places. Also, you say you've got 1 carb leaking. What is leaking, where?
Turbos, Hondas, 4-bangers, what could go wrong?

Looked through carbs and nothing seems bent or out of place.  everything works and flows correctly as far as my eyes can see.  Carb #2 is leaking (or was) it was leaking through overflow. But yesterday I was tinkering and tweaking.   I let the engine get good and warm, and whacked the throttle real good a few times.  Revs up in the 8 or 9 range.  and then let it sit at idle.  The carbs dont leak when engine is on.  SO I waited a good 3-5 minutes after engine shut off and no leak.  once it gets warmer here  I am going to run a few errands and see what happens

Update
Adjusted throttle and idle.  No over revs now.  just rode around town and revs stayed around 1100 which sounds ok to me.  I could probably get it lower, but when its cold it tends to idle rough when lowers.  1100 sounds perfectly fine to me.  Carb 2 still hasnt leaked anymore.  So i suppose whacking the throttle got everything in line.  

Only problem now is battery went dead.  Dont know if I have a short or not.  "-"terminal cable was loose, so I have it on charger now we'll see.  Dont have hardly anything hooked up to electrical.  just headlight and tail light.  Still havent bought signals

Damn this thing is smooth to ride.  Much better than my Cb500T
