Got my valves out. Is this bad?

I have a guy sandblasting my top end this week to remove all the PO's black spray paint. I am also replacing valve seals and lapping the valve seats. The exhaust valves slid right out no problem. The intakes, however, slid down to the valves and clicked, but would not pull through. I found that each valve had what appeared to be a rollover bur toward the end. I stoned the bur down to get the valves out easily. I was told by one guy that I have an issue called valve float, that the springs are too worn to keep up with the valves. I had an old timer who currently owns 62 bikes tell me that this is from over revving, that I should file the bur down and nothing else. What do you guys think? I absolutely cannot afford anymore purchases on this thing. I am already way over budget and over the resale value of the bike itself. Please tell me what I want to hear.
