I checked into these when I came across them, some months ago. The commercial version allows the wheel to be rolled onto the apparatus, secured, then lifted up, locked in position. It does not allow the wheel to turn, so the bike will rotate, as needed, when turning, but the wheel remains vertical.
If you decide to build it, check, carefully, the cost. It may be better to just buy it. I'd also suggest checking your local CL for a flat bed trailer -- you may find a used one for similar cost. Best of luck! Cheers!
