Horn not working

Horn is not working. What should I check first?

Also there is a green wire with a female end that doesn't go anywhere.

It's right next to the winker relay.

Must be a ground because it has no power when tested.

It doesn't show up on my schematic either.

The light green wire is positive. It connects to light green in the headlight .
It may be light green with a red stripe.
 The black wire is ground.

First take a test light and test for power to the horn. One wire should be hot when the ignition switch is on. If it has power then try grounding the other terminal on the horn with a jumper wire. If the horn blows the problem is in the horn button. If it does not blow then the horn is bad.
BTW. The horn button grounds the circuit to make the horn blow.

  Does your 78 have 2 horns like the 77 ,If so that loose wire Tye's them together there should be 2 to each (tabs are notable)
