Not on those exact rims, but I've seen more than a few dozen designs on the Internet in the last few years. Most seem to be home made by skilled home engineers. I've seen them on bikes, trikes, and concept cars. Here's a shot I found of the rim on the designers workbench….

He didn't invent it though, as he is given credit for, since these monocycles from the early 1900's beginning in at least 1904 are essentially "hub less" even though they're just one big rim….
