Did you check the bearings? Just because they are new doesn't mean much. they could be installed wrong or something. Dose te wheel spin freely on the axle otherwise?
It's only illegal if you get caught.

It seems like the brake drum drags when installed and on the bike, is it possible one of the bearings are cock
Eyed a little when installed?

I'll have to pull the bearings and see what's going on,it looks like the inner shaft is there.

9 times out of 10 when this happens it was installed in the wrong order. Look at the diagram you must install parts #34 sprocket side and #6 FIRST you drive #34 until it bottoms out on the ridge inside the hub then screw the retainer on it should be flush with the hub on the outside edges Then you go to the other side an after you put in the collar #17 Then drive the other bearing #34 brake side into the hub until it just touches part #17 don't go to far you should be able to move #17 with a large screw driver but it should not be flopping around. Don't mix up #10 and #11 one short one long and #13 goes in the sprocket carrier with the small step facing out. Now see what happens if you put in #34 on the brake side first you can drive it in to far then you can not drive the other side in far enough and it binds up when you tighten the axle. A quick way to tell if this was done wrong is to look at the retainer and see if it is flush or not. Last but not least that big o-ring #30 is very important don't leave it out or you will have a sprocket that wobbles.

Where can I find #6 and #13 in the diagram, can't seem to find any anywhere.
