Scroll down a bit, and you will find assistance on how to troubleshoot these devices.  He even suggests using an inexpensive DVM, commonly available from DIY stores, $10-$20, but they can be had for as little as $4-$7, if you shop carefully, watching sales brochures.  Cheers!
