Updating an electric start

Is there a kit/newer electric start that is compatible with a 76 CB750 DOHC?

I'm still pretty new to motorcycles so forgive my ignorance. Currently if the electric start button is pressed, you can hear it attempt to start the bike but it does not turn over. The spooling sound continues even after the button has been released. The headlight also shorts out after the button has been pressed.

If the starter motor is turning, but not cranking the engine, you need to clean the dogs on the starter gear behind the stator. As, for the headlight. Is it blowing a fuse, or just going out while the button is pushed; then coming on again?
