That is not a lower race in the top of the neck. Some of the Honda's had a spacer in the neck under the race. when you install the new race in the top. It will stick up about a 1/16 of an inch. The one on the bottom must be driven all the way up into the neck. I use a large socket that is about the same size of the race to drive it in with.
Now I know this will be your next question "What do I do with the two washers/spacers?" Stick the bearing up into the race. Then add the seal under it. If it goes up into the neck over a 1/32 0f an inch add one of the spacers, or both. You want it to not be in over 1/32, or stick beyond 1/16 of an inch.
Be sure to use a piece of pipe to drive the lower bearing down onto the stem. The first time I did one I took my triple tree into the locale hardware store, and the sales person there cut me a piece of 1 1/4 inch Sch 40 pipe 12 inches long. That just went over the bottom of the stem. It cost $3.00. money well spent.
