It should be light brown/tan in color. Can't really tell from the camera angle, but it looks black, and sooty in the picture. Definitely rich. Has that main jet been drilled? Try replacing it with one from another carb.

My recommendation:

Make sure all 4 mixture screws have good O rings with washer and springs.
Take them all out and make sure . Look down inside with a LED pocket flashlight and make sure
there is not anything "extra" down in there.

#120 main jets.
#42 idle jets.
2nd notch (down from the top) on the slide needles.

****From the top!

Mixture screws open 1 turn from closed.
Close them gently till they stop and back them out one full turn.

Make sure that if it has the accelerator pump and nozzles, that they all squirt fuel.

Just make sure all the slides are fully closed and each one opens
as soon as you start to turn the throttle. Do not use a drill bit!
And LAST sync the carbs by using the adjuster nuts on top of the slides.

You do know about the choke right?
Operated by a cable.

No mention of the accelerator pump or spray nozzles.
