Is that the bike in the avatar?

Anyway.. You need to take the carbs off and clean the idle jets.
They get clogged up from sitting.
You cannot just spray them with carb cleaner. Won't do the job.
You have to remove the idle jets and clean them with a #10 steel guitar string.
You must see daylight through them. Compressed air helps too.

If you have pods and aftermarket exhausts it will never run right until it is re jetted.

You would need to tell us the year.
What the numbers are on the carbs (stamped on)

Why not post a full size pic of the bike?

The fact it WILL rev up with the choke ON is your
proof that it is not gettin enough gas to be able to warm up.

It has keyhole carbs on it. The later model carbs, not 74 model carbs. I know nothing about these carbs, but that is one gorgeous bike you have there!

Interesting motorcycle.
You will need to take the carbs off if you have any skills.
Two reasons. To clean the idle jets, and to write down the jet sizes of the
main jet and idle jet. Also find out where the clip is located on the slide needle,
counting the grooves from the top.

Perhaps the PO could just tell you?

Has the bike been sitting? For how long?
