There are 2 elements in the stock front turn signal/running light. The running light element is on all the time, and when the turn signal is engaged, both elements in the bulb will flash. This may be by design, as the flasher unit is looking for an appropriate electrical load (2 elements in front, one in back) in order to work properly.
If he doesn't want a running light, he can switch to a one element turn signal, or he may be able to just disconnect the running light connection. However, I don't know if the turn signal will work properly with that change. Easy enough to try: pull the headlight, locate the non orange or non blue wire, pull it from the junction, and try the signals.
