1980 CB750C..carbs totally cleaned but low top end???

Good news..I did this plug chop and found carbs 1 and 4 are lean but 2 and 3 are right on. I made some minor adjustments and will test ride later. I did take it out and got it over 65mph on the freeway but still didnt have the scream back..hopefully my findings and adjustments will do the trick. Thanks y'all for the help!!
