Hey bud, that metal disc you are seeing is actually the tip of part of the cam chain tensioner that slips back and forth in the head there. It's normal to see it moving like that (means it's not froze!),but it's not supposed to be exposed. There is supposed to be a little rubber plug that goes in that hole to keep it from weeping oil. I don't remember the part number, but I ordered one for a guy a couple weeks ago. Still available from Honda. It was about $3, but pretty much any rubber plug would do. There's no oil pressure present there, just residual.
