I decided to contact ebay resolution center by internet and phone. I was told that I will get a full refund and paid return postage if the seller doesn't reply by the 18th

The FSM has some good stuff about diagnosing charging issue, but Mike Nixon's flow chart will find things resistance testing just can't find.

So ebay sent me an email saying that the seller has refunded the full amount plus shipping. It doesn't say I have to return the rotor I bought either. I haven't got the money back in my bank account but it says the seller refunded it in my paypal account.

I got my new used rotor today and installed it on the bike. I wanted to make sure it was good and charge, So I ran the bike and checked the voltage and It looked good till the volts reached 15v as I slowly reved it up. I don't know if it went higher because I shut the bike down right away. The bike was cold with about 1min of run time. Would it charge that high being cold till it warmed up or is there something I should look into?

I figured. Its a was a brand new one. I guess the rotor that went bad messed the r/r up.
The volts go up to 15.15v-15.20v when reved to 8-9,000 rpm's when I test the charge output with my voltmeter. Can I ride the bike or would it mess anything up besides the battery?

Have you cleaned up all the connectors and grounds?  I check the voltage on my 79 every now and again.  The voltage started to creep up to the 14.8 range.  I cleaned up the connectors and voltage settled back down around 14.5.

14.8 is about the max you want to see. 15 is on the high side but not detrimental. anything over that will generally fry the batt. i say change the reg rec or do a resistance test/unplug the rotor and do a test to see what kind of voltage the reg rec is trying to put out
