The R/R is a combined unit. If the diodes test OK that means the Rectifier portion is working. If the rotor and stator test OK, and all the connections are clean and firm, failure to get over 13V above 3K RPM means that the Regulator portion of the R/R is not functioning and the rotor isn't getting enough juice to excite the stator.

Bottom line is to replace the R/R.

Icerigger is probably right:  the Regulator portion is likely failing -- whole unit needs replacing.  Another poster came up with a replacement with separate Rectifier and Regulator, for less than $50 -- OEM part is $100+!  Check the other, recent threads for it.

The negative bulb terminal refers to the negative side of the bulbs/ground side.  Cheers!

Replaced R/R with used, but known working replacement.  Same issue, charge reading goes up, but not enough.  Battery is the only thing I haven't tried yet, since I can't return it if I buy one.  Should the reading go up to 14v~ at 5k RPM if the battery is bad?  If the bike is drawing that power from the battery to run at that high of rpm, would it still reach the correct charging volts if the battery is bad?  I understood that it would, but I'm running out of options...
