refinish gas tank paint on 1978 cb750f

Hey guys, please advise on refinishing the paint on my gas tank. The paint has been in great shape but last summer the clear top coat began to blister, which scrapes off with a fingernail leaving the decal and paint underneath intact. I need to figure out how to scrape off the rest of the top coat without damaging the decals and base paint so that I can just hit it with new clear enamel.

Any suggestions to scrape off the paint without damaging the undercoat?

My 78k is doing the same thing on the top of the tank. I was thinking of just sanding off the clear coat and spraying it with rattle can clear.

Wet sand with 600 grit very carefully, and repaint with a good quality clear.

Thanks guys. Light sanding sounds like the only option. I just want to make sure I don't damage the decals.
